I recommend using the wording from GPL HowTo
<https://www.gnu.org/l/gpl-howto.html>, it's much less ambiguous (by the way,
I think it wouldn't hurt if you explained earlier in that README that the
users may distribute it under the GFDL 1.3 or later _at their option_; such
things shouldn't be taken for granted).

They may have got a separate permission to publish it on their website---which
permission doesn't necessarily apply to MES.
