Follow-up Comment #8, task #10359 (project administration):

Hi Alex
i fixed all the issues ,
* i removed the simple black template and add the dina template that
completely written by ours and add a header license to its default,css file
and place a COPYING file ( GPL v2 ) into dina htmls directory as the htmls
license. so the sentence about Dina media files in README is good now .

* Since TODO and CHANGELOG are auto-generated files so there is no need to
add a license header to them as you said before.

* and as i said in the earlier comment we use a release tool call Jin to
release our source code this tool automatically replace $YEAR$ and $AUTHOR$ in
the license header by their values.
