Follow-up Comment #2, task #8900 (project administration):
May I ask which Operating System do you use?
It seems that when you saved the text file some of the characters do not
appear correctly under my text editor. Please consider a GNU/Linux
distribution for an Operating System. These and other Operating Systems can be
found here on the Free Software Foundation page [1].
In order to register your project, it's dependencies must be on a Free
Operating System such as the ones referenced from the FSF. Currently it seems
you are recommending Windows in the DEPENDENCIES.TXT.
