The purpose of the BC$ Recommendation System project is to provide a robust,
scalable, free and open source platform for providing trusted recommendations
to users of web services, web sites and all other web resources. 

The system will be kept 100% transparent, in that any user can immediately
ask for information on how their recommendations were generated, and may at
any time request that their personal data be removed from the system.

Developer APIs for Web Services, Sites & Resources of assorted licensing and
permissiveness are also used in our unique distribution, but are not required
in the core dependencies for running a basic functional implementation of the
program.

Developers may also which to utilize popular tools with this system which are
not necessarily open-source, such as Adobe's Flash, Apple's Quicktime,
non-open MPEG-4 or Windows Media formats, among other popular media formats,
but these are not necessary as OggVorbis and FFMPEG are very suitable free,
open-source alternatives to producing content to populate the system.
