This much depends on your application. If you use the LGPL, or an exception
to the GNU GPL (see
http://www.gnu.org/licenses/gpl-faq.html#GPLIncompatibleLibs), you can use
openssl, but at the same time you cannot use GPL'd code and GPL'd libraries
anymore, because those remain incompatible with openssl and cannot be linked
with it, even indirectly.
