Hi,

In order to release your project properly and unambiguously under the GNU
GPL, please place copyright notices and permission-to-copy statements at the
beginning of every copyrightable file, usually any file more than 10 lines
long.

You added the COPYING file, but didn't add the appropriate copyright and
permission to copy statements in each file. Please see
http://www.gnu.org/licenses/gpl-howto.html for more information on how to do
this. 

When you've added the notices, please update the tarball and let me know
