Follow-up Comment #2, task #4467 (project administration):

Sorry about the confusion!

I originally intended to license the project under the GPL v2 or later, and
split it into a library licensed under the LGPG v2.1 or later and a
command-line utility licensed under the GPL v2 or later. 

On second though I realize that this may not be the most sound approach, so
instead I'll be opting for the LGPL v2.1 or later for the entire project.

I've updated the headers of all source code files and the COPYING file.
