file simply explains that this file is GPL v2 only.
If you rewrite it, there is no problem.
If you copy/paste code, you make a derived work, so you are bound to the GPL
v2.
Here are some information about how to make replacement of code that you can
look at:

We do not want to offer GPLv2 only code from Savannah; if you need this file,
we ask you to either write a replacement for it before to upload it, or that
you upload it and make it your priority to replace it.

Yes, it lacks copyright and license notices.
Since it is derived from Perl 4 (GPL + Artistic), and since MHonArc is GPLv2
or later, the file can only be under GPLv2 or later itself.
Please add a copyright notice listing the author (already mentioned in the
file), and a GNU GPL notice.
Can you send me an updated tarball with those changes? :)
