I think that is probably documentation you are missing.

You can check out the current documentation with:

svn co svn+ssh://svn.savannah.gnu.org/administration

Personally I use the git-svn interface.  The use of it is documented on the
HowToAdminThisWiki page.

Note that there is no need to disable CVS. Most projects leave it enabled. We
do recommend putting in a hook to notify users that the current repository has
moved.
