You have to enable CVS in the project configuration.

Go to Main -> Select Features, tick the box "CVS" and press the "Submit"
button.  Then wait some time for the cronjob to do its work, and repeat what
you tried.

You might want to have a look at the CVS FAQs
(https://savannah.gnu.org/maintenance/CVSFAQs).  The easiest way to import an
existing tree is with "cvs import".
