Details:


unless there's an administration step i've overlooked, the new mailing list
for the vile project isn't working.  it seems to be unable to send any sort
of message.

if i attempt to subscribe, i don't get a confirmation message. 

if i manually (as administrator) subscribe a new member, no notices are sent
to that new subscriber.

if the list is configured to "hold" messages from non-members, then i do see
(in the deferral queue) messages sent from non-members, but if i set to
discard, then non-members do not get bounces.
