In jest,
I would say that there are two types of people in the world: those who never 
read warning messages, and those who carefully read all messages.
The former would not be phased by this news post. The latter would notice that 
it's from 2011, and that right above it there's another news post saying all is 
back to normal, posted mere 12 days later.
In either case, this news item will not be detrimental to new projects on 
savannah.

Joking aside,
while I've only recently joined the savannah team, anecdotal evidence seems to 
show that also in practice, many people are still submitting nongnu projects to 
host on gnu savannah.
Since August 2014 about 100 projects have been reviewed, about 40 have been 
approved [1], and about 60 abandoned or rejected [2].

And so I would say this very old news post does not cause confusion in practice.


What would be a nice feature is perhaps to limit the number of news item shown 
on the savannah page for each project (e.g "show only news item from the last 
year").
Savannah is entirely maintained by volunteers, and only few of them, so I'm not 
sure this will be implemented soon.
However, patches are always welcomed!
