I've been wrong. I though GNU Savannah did not allowed non-GNU projects to be registered after reading an old post by Karl: https://savannah.gnu.org/forum/forum.php?forum_id=7017

* It is important that you update https://savannah.gnu.org/forum/forum.php?forum_id=7017 with something "Non-GNU projects can be registered on GNU Savannah as before."
* Also, remove the post titled "new project submissions disabled" from the main page https://savannah.gnu.org/ this only cause confusion.
