There are inconsistencies everywhere there can be, because there is no
way to enforce consistency (no rules will suffice for all packages).
Your ideas for "encouraging" are reasonable, but it's pretty pointless
to expect people to spontaneously fix such things -- that just won't
happen.  And your three one-sentence short_descriptions are inconsitent
in themselves, as I'm sure you realized.

Worse than the inconsistencies within Savannah are the inconsistencies
even of the basic Savannah unix_group_name (which is all I have ever
tried to deal with) with ftp.gnu.org, the Free Software Directory,
copyright.list, etc.

Improving this situation has been a long-term project for many years
now, and I expect it will never be finished.

Anyway, maybe we can add something to the edit-public-info pages with a
clear suggestion about what to put in the fields.  I admit I've never
been sure myself about when/where they get used, e.g., does
long_description override short_description, or get added to it?  It's
all been a mess since day one.
