Yes, unfortunately our main documentation was spammed and we have not
fully recovered it yet.
http://savannah.gnu.org/maintenance/DownloadArea explains how to do the
upload.  (In short, GPG-sign your release zip/tarball/whatever and then
you can use scp/whatever to upload.)

    The other day I was reading in a HTML manual how to set up my SSH and
    PGP keys, but now I don't find it any more.

Yeah.  I hope our wiki will be back soon.

The GPG key is created by running  gpg gen-key  and installed on
https://savannah.gnu.org/my/admin/change.php?item=gpgkey

The SSH key is created by running  ssh-keygen  and installed on 
https://savannah.gnu.org/my/admin/editsshkeys.php
