clause requirement'

Hello.

For projects hosted on GNU Savannah using the GNU General Public License
is it required to give the option (At user choise) to use it under any
later version published by the Free Software Foundation?. I.e: Is the
"or any later" clause mandatory?. Is it required for other GNU licenses
(The AGPL, LGPL and FDL)?. If so I think we should put it clearly on
the hosting requirements page. Especially, this might be a critical
issue with [2].

I took a glance of a former discussion of the same issue[1] but there
don't seems to be a definitive answer, the hosting requirements have not
been modified.

Regards.
