Your message, with minimal formatting, would make a terrific tutorial
for wannabe project approvers. It would save a lot of effort next
time, too. Is it possible to format it and upload it as a cookbook
recipe?

I will do that. For starters, here is a quick rundown for all projects
without an owner, without a comment and newer than 10 days:
  https://savannah.gnu.org/task/index.php?10246 (snippets): a supposed
tutorial but a bit fishy because it contains no code at all. I asked
the uploader about it.
  https://savannah.gnu.org/task/index.php?10257 (afppowertools): a bit
succint, but looks OK. The author says: "There's no copyright licence
in the "grammar" files, as they are merely YAML translations of the
AFP specifications, which can be found here: http://www.afpcinc.org/";,
apparently the files contain purely functional info but I wanted to
check this.
  https://savannah.gnu.org/task/index.php?10267 (archup): copyright
holder is "Rorschach" and not a real name, docs with license at the
end, files not in a directory. Author contacted.
  https://savannah.gnu.org/task/index.php?10269 (ddos): confusing
copyright statements, docs with license at the end or no license.
Author contacted.
  https://savannah.gnu.org/task/index.php?10274 (doubango): no tarball
provided at all, just a link to code.google.com to check it out,
submission speaks about "open source". Author contacted.
  https://savannah.gnu.org/task/index.php?10275 (MathCandy): directory
not called matchcandy, copyright header does not specify package,
submission speaks about "linux". Author contacted.

There are seven more, I will try to do them tomorrow, OK?
