As you noticed, this is not a bug in savannah but in PHP.
Since there are plenty free software browser, text mode or graphical mode, that
have no problem with Savannah, I do not think that we should break our policy
to stick to official stable debian packages for that reason.
So, yes, I suggest you to use another browser, until official packages of PHP
4.2 are released by Debian for stable.
If you feel that every distros should provide packages updated because of that
bug, you should fill bug reports against that distributions packages.

RFC 1867 is the name of the standard where <ENCTYPE="multipart/form-data"> is
defined, you can see it at <URL:http://www.faqs.org/rfcs/rfc1867.html>.
PHP 3 and 4.1.2 contain a bug where they can not parse Lynx's implementation of
RFC 1867. This means Lynx users can not submit bug reports nor use some other
features of Savannah
This bug was fixed somewhere in PHP 4.2, you can search PHP's bug database for
the right thing at
<URL:http://bugs.php.net/search.php?cmd=Display+Bugs&status=All&bug_type=Any&search_for=multipart%2Fform-data>.
I'm recommending upgrading PHP.
