[rdiff-backup-users] force case-insensitive

I have Samba share and rdiff-backing up to Windows machine over cifs. I 
am pretty sure I cant have on Samba share both "a.doc" and "A.doc". How 
to make rdiff-backup use usual capital letters instead of those 
three-digits-conversion, like ;070?
