Delete the rdiff-backup-data directory and then run your above command with the --force option.

You might want to move your existing files (sans rdiff-backup-data directory) to the location that they will end up in the new repository, so that rdiff-backup will find the existing files where it expects them, and rsync them instead of just deleting and re-uploading them.
