Perhaps its because this machine does not have linux compatibility installed?  I read somewhere that FreeBSD deprecated procfs in favor of sysctl(8).

It should be mounted by your /etc/fstab. This always worked for me on new FreeBSD installations, so I don't know why it's not working for you.
