Yes, there was a bug in the remote versions of --list-changed-since
and --list-at-time.  It is fixed now in CVS, but these two should be
equivalent:

rdiff-backup --list-changed-since <time> address@hidden::path
ssh address@hidden rdiff-backup --list-changed-since <time> path

So in the meantime you can just use the latter version.
