Great tracebacks. This is definitely something we can now sink our teeth
into.

Can you either post or e-mail me three things:

1) The command line you are using to run rdiff-backup
2) The result of:
$ ls -l /cygdrive/c/BU2/rdiff-backup-data/
3) The contents of /cygdrive/c/BU2/rdiff-backup-data/chars_to_quote

Thanks! Armed with that info, I think I'll be able to unravel this.
