I don't think it does. Fwiw you could test it by executing
`ratpoison -c 'describekey root'` in a terminal and pressing the key,
ratpoison then tells you what this key does in the root keymap if it
actually sees it.
If your keyboard configuration is using X config files you can easily
change them to use another toggle key or only one layout:

You can also dig around in /usr/share/X11/xkb for more options.
