[RP] meta works not for me

I set:

escape C-o

(I use C-t too much in Emacs for transpose-chars)

When I occasionally actually need C-o, I do `C-o o', but nothing
happens.

I read the bit in actions.c (cmd_meta) saying that the X keypress
simulation wasn't well-understood.  Unfortunately, I don't understand
it, either.

Is there something I can do to help fix this?
