Do you mean to extend current device_add hotplug mechanism, so that
hotplug controller, would consume its own specific options that define
how/where device should be added from what was supplied by -device dimm,foo...
???

PS:
Is it ok to do on top of this series?
/including renaming DimmDevice -> DIMMDevice/
