Yes, I go through a similar song and dance for Win2k3:

>From Windows Explorer Right-click CDROM -> Eject
Click on C: drive to refresh right-hand pane, then click back on CDROM; Windows prompts to insert CD (it is important that you have Windows waiting like this at this point)
>From Qemu monitor 'eject cdrom' then 'change cdrom /some/file'
At this point Windows will 'wake up' and realise that a new disk is inserted.

Maybe the same procedure I use in OS/2 works for WinXP:
- qemu console: eject cdrom
- OS/2: try to access the cdrom -> error message
- qemu console: change cdrom /dev/cdrom (or somefile)
- OS/2: retry accessing the cdrom
That way, OS/2 will detect the disc change.
