Hello!
Looking at PUPA's website, I found this is one of the project goals:
* Add a more object-oriented framework for file systems, files, devices,
drives, terminals, commands, and OS loaders.
Have you considered using Oskit [1][2] as a backend for such PUPA's framework?
With the Oskit components you'd obtain support for a great number of
file systems or hardware components that aren't currently supported by GRUB.
(in fact, there's a number of bug reports about unsupported hard drives
or other devices in Savannah's GRUB bug list)
[1] http://www.cs.utah.edu/flux/oskit/, but the GNU Mach maintainers have
their own repository at Savannah.
[2] GNU Mach is using Oskit in CVS and 2.0 will be based on Oskit. You might
like to ask the GNU Mach maintainers for suggestion on Oskit's usability.
