the latest documation for the graph command is here:

Please note that only scatterplot and histogram is implemented at the moment.

I guess this means that it can not yet be used in a windows
installation. Any idea about when it will arrive in a windows 64 bit
version ?

No, the MSWindows build are always the version +  They are build from the source at the build date. So Graph is included in the current MSWindows build.
