You suggestion could be good.

Another notion that comes to mind.  My first experience with a spreadsheet (in 
about 1986); can't recall what the software was called had an option when 
quiting: 'Exit without saving' and another 'Exit all without saving'.  It's the 
later that might be useful.  If on any of the PSPP windows that are open when 
'Exit all without saving' were selected and every instance of the Data Editor, 
Syntax Editor, and Output Viewer were closed without further prompts to save 
then that would be really good.

So if I understand you correctly, what you are asking for is psppire should 
connect to an existing instance (if one exists) instead of starting a new one.  
A number of other desktop applications work like this (eg gedit, libreoffice) 
so  I think it's a reasonable request.

I'm not sure how easy it would be to implement on Windows.
