with the tarball from alpha.gnu.org compilation  has been ok.

I don't see PACKAGE_URL in the config.h file

That is most odd. 

If you download pspp-0.7.9.tar.gz from alpha.gnu.org and run ./configure,
do you see PACKAGE_URL in the config.h file ?  If so, how is it defined?
