Add Files Syntax Problems

Hi,

Sorry to be a pain but I was hoping that someone could help me out with the syntax for merging files using ADD FILES. I've tried the using the syntax from the help files but it keeps giving me error messages, the syntax I've been using is:

ADD FILES
 /FILE={*,'PHASE4~1'}

Where PHASE4~1 and PHASE4~2 are the data files in question, (2 is active currently)

The errors I get with this are:

.8 error: Syntax error at '{': Bad character '{' in input
.10 error: Syntax error at ','
