On my cygwin system, /lib/libpng.a is a symbolic link to
/etc/alternatives/libpng.a which is a symbolic link to
/usr/lib/libpng.a  So far as I know, this was automatically
done when the OS was installed. 

     - I would say configure should warn me that the package getaddrinfo-devel 
is
     not installed

I found that the getaddrinfo package was necessary for the program to link, but
getaddrinfo-devel wasn't needed.  However why either should be
necessary is a mystery. PSPP doesn't directly use anything from this
library, so I can only assume that this is a bug in Cygwin's internal
package dependency rules.
