PSPP on cygwin: mosts tests fail

I compiled PSPP successfully under cygwin, but most of the tests are failing (138/148). Specifically, only the libpspp tests and one other anomaly are passing.

Version: PSPP-0.4.3
configure command: ./configure --without-libplot --without-gui

Any pointers are appreciated. Happy Holidays...
