It's hard to predict when the next version will be released.  My
guess is, sometime in the (northern hemisphere's) summer.

Is the problem the extra difficulties that CVS causes, and not
just the process of installing from source?  If so, have you
considered installing from the CVS snapshot available at
        ftp://alpha.gnu.org/gnu/pspp
