Yes, they are.  That's where the translations go.

     They seem to get
     updated often (perhaps whenever I do a `make -f Smake'?).

You're right.  The thing is, they contain strings of the form:

#: src/apply-dict.c:68
#, c-format
msgid "Variable %s is %s in target file, but %s in source file."
msgstr ""


So if apply-dict.c get's lines added/deleted above line 68, then the
comment needs to get updated with the new line number.  These comments
are important, because they tell the translator (and tools such as
emacs po-mode, gnome poedit etc) where to find the strings.
