It's primarily a shortcoming in pkg-config.

In the short term, you could help the users of libnbd by adding the attached
file in the libnbd distribution and installing it in $PREFIX/share/aclocal/.
In the long term, use the PKG_CHECK_MODULES replacement from Gnulib, when it
becomes available.
