Savannah now allows downloading the tarball directly from ViewCVS using the 
'Download tarball' link at the bottom of the listing 
(https://savannah.gnu.org/cgi-bin/viewcvs/phpgroupware/).  This is nice, 
because its an instant snapshot, and allows downloads per directory/tag.  Its 
meant as a snapshot of the repository itself, so it doesn't have the CVS 
directories, but that aside, I think it would work for a current snapshot link.
