I can see a delay mechanism can be useful elsewhere, but it is not
that hard for you to do yourself:

# Delay the first 4 jobs 2, 4, 6, 8 seconds.
seq 10 | parallel '[ {#} -lt 5 ] && sleep $(({#}*2)); echo foo $(({#}*2)) {}'
