There are a couple of quite good IDE's (for C and C++).
Here just 2 I'm using:
anjuta http://anjuta.sourceforge.net
kdevelop http://www.kdevelop.org
Anyways you should get familiar with automake/autoconf.
You can also use the sample framework from the "test" dir of the source
distribution to start from.
