I'm using Ubuntu, but I think what I ran into may be relevant for your
situation too. I also discovered that I had no gnutls support when I
configured 0.138 even though it had worked with 0.137. I think if you
look at your config.log you'll see that it is now asking for a newer
version of libgnutls. So I went to synaptic and found a package called
libgnutls28-dev. Installing that forced the uninstall of libgnutls etc.
and also resulted in pan building with tls support. The odd thing is that
the version this gave me seems to be 3.0.11 (but the library file
versions are libgnutls.so.28 etc.). I think the minimum is now 3.0.0.
