I use both equally, so it is useful to have a Win build

Simple really, you build those libraries statically and link them into
the exe :) From what I've read, building them as win32 DLLs is
virtually impossible anyway. GTK on the other hand needs to hook into
the Windows graphical layer, so the effort was made to package it as
DLLs for all of those GTK apps out there.

That's my understanding of it anyway.
