Maybe a bunch of us should go and file bugs against Outlook Express!

"Hey, please see RFC822..." Probably been done before and ignored, of
course.
Although I don't use it, it seems many people do. (It also seems
nearly
impossible to remove it from XP, but that's another gripe!)
