Good (snipped) trouble-shooting so far, minus one thing.  What happens if
you configure a second server in PAN with the same settings but the
server-name?  Download the same groups to the new server and see if they
come out OK that way.

It could be that the server simply reset (or otherwise got confused) its
per-group message numbering.  Loading the group in a new server should
establish whether it's PAN's local state that's screwed up, or if it is
indeed an issue between the server and PAN, even starting with a clean
local state status.
