The other one did go thru and was answered, but sometimes posts to lists
seem to get lost, so no big deal.

As Lenroc suggested in reply, the problem is likely that you either
haven't set up a server for PAN to use, or that once set up, you haven't
had it fetch the list of groups, yet.

To check the first, whether a news server is set up, go to tools,
news servers. Each server you have set up should be listed there. If
not, hit the add button and add one.

Upon switching to a server that doesn't have a list of groups, yet, PAN
should ask if you want to download the list. If it doesn't or you want to
refresh the list, the command you want is under servers, get list of new
groups. Depending on your connection speed and the number of groups on
your server, this could take some time.

Once that's been done, PAN should list the groups in the group pane, under
all groups. There's a drop-down selector there that has all groups,
subscribed groups, new groups (which normally won't have anything in
it, unless you've just used servers, get list of new groups, to update
your list), and folders, as choices. By clicking on a group to load it,
you should then be able to use newsgroups, subscribe, from the main menu,
or right click on the group (once loaded) and select subscribe. Once a
number of groups are subscribed, the subscribed groups view in the groups
pane will become the default. Your sent posts are saved in the
appropriate folder, with your list of folders viewable if you select
folders from the drop-down instead of all groups or subscribed groups.

BTW, PAN doesn't encourage HTML posting because many consider it both rude
and a security issue. At best, it's indication of a newbie. Therefore,
I'd recommend you turn off HTML posting when posting to this list, as
well, as many may otherwise simply filter your posts out, and you may not
get the replies you wish. I left in just a snippet, so you can see how
ugly it looks.
