Hmm.. You are correct.  I don't know that it's currently possible, using
"next-new", tho of course you can go to it manually, which of course is
made easier if you set up a view showing only new articles.

As I use PAN, the "new" as compared to "unread" feature is virtually
unused, tho I of course do see the difference and occasionally use it to
skip messages I've read but then marked unread again in ordered to keep
them visible, to reply to later, for instance (since I normally have the
overview pane set to show unread only).

I'd suggest filing a bugzilla feature request..
