[Pan-users] Windows Port Status Update

I've resumed work on the Windows port this week, and cleared out all of the
gotchas that stopped me last time.  There are only a few small problems left,
and after 0.13.3 comes out later this week I'll get to work on a windows
installer script for a Pan-on-Windows beta.
