Yeah, take a look at http://pan.rebelbase.com/toolbar.png (or better yet,
CVS HEAD) to see where this is going. The 0.12.0 filter dialog has been
removed from CVS head, and the clickable toolbar filter buttons are back.

Nope. This is a you-can't-please-all-the-people-all-the-time problem.
If Pan automatically downloads everything, then people complain about
having to download 50,000 headers on a 56k modem.
