hmm, this relates somewhat to my own suggestion that instead of having a 
"reserve" slot Pan should just manage its downloads better - pausing lower 
priority tasks in order to complete the higher-priority ones..  Combined 
with your idea, it would make Pan unique (as far as I know) among 
newsreaders...  not to mention allow it to take advantage of whatever 
number of connections the user is allowed.
