[Pan-users] Status update on 0.11.3 and 0.12.0

Except for some GUI issues with the filters, The 0.12.0 code in CVS head
should be ready for testing.  This is the branch that requires gtk 2.0
but doesn't require gnome-libs.

The beta for 0.11.3 (0.11.2.90) will be ready to go as soon as yenc
finishes getting plugged in.  This is mostly due to my trying to merge
a couple of different yenc submissions from Gabi and Jeff.

Chris has done a lot of excellent work on 0.11.3.
